Hi and welcome to thhis Apple (user-to-user) community!
Re: "Voice commands not working with HondaLink app after update
My iPhone 12 Pro is in iOS version iOS 18.3.2 (22D82) currently. A couple of updates ago, HondaLink app stopped accepting voice commands and reading my text messages. How can this be resolved?"
Updating your iPhone to the newest version may (or may not) help.
About iOS 18 Updates - Apple Support says that iOS 18.4 is the latest version
Also says: "This release includes other features, bug fixes, and security updates for your iPhone."
Reminder: It is always wise to back up iPhone first, if choosing to update the iOS version

Else: If you haven't tried it already:
Restarting your iPhone often restores order if something s not working as expected.
(ie: Deletes temporary files, re-establishes connections, may update recent setting changes, and more.}

As HondaLink app is a third-party (non-Apple) app: seems it would need to be kept updated regularly, in order to remain compatible with your iPhone's iOS version.
(Note: Third-party apps are not automatically updated when updating your iOS which includes Apple's apps.}
Am not familiar with the app myself, so do not know how reliable it may be:
You may be able to update the HondaLink app via the app itself:
or https://apps.apple.com/us/app/hondalink/id750465030 / via the app Store
