Your iPhone cannot have been manufactured for a China market (which you can tell by opening Settings > General > About > Model and it ends in CH/A it was made for a China market and Apple Intelligence won't be an option on any device manufactured for a China market, whether you live there or not).

You have to set your Device and Siri language to the same supported language as defined in the link razmee209 provided.
