Found someone else's Apple Watch 8 on the street, what to do with it or how to find the owner?

Turn it into a nearby lost and found or local police station. The owner is still able to track the device to know where it is as long as there is enough battery power left to communicate its location. You will not see any owner information or be able to find out who it is unless the owner chooses to show that information on the screen when they mark the device as lost. It is not unusual that they would not include contact information.
