Why does an Apple Watch have to be unlocked in order to use the heart rate function?

Apple watch Series 2:


If the watch is not unlocked, it will not show current heart rate and will say “unlock to view”. Why is that a feature? I would like to be able to remove the watch and measure someone else’s pulse without having to unlock the watch again.


It doesn’t seem to serve any practical or security purpose… just an annoyance
