That's because a 2014 iMac can only run OS 11. Its hardware is not capable of running anything newer than Big Sur, 11.7.10 as you've already been appraised of.

If you can not update your iMac to macOS 11 Big Sur..? Then perhaps you only have a Late 2012 or Late 2013 iMac that is limited to running macOS 10.15 Catalina.
If you are asking if anyone will come and arrest you, no. But, if you did manage to hack it on there it's unlikely it would run very well.
I don't think the purpose is to get you to buy new hardware, the issue is that there is a hardware incompatibility and processing capability.
