iCloud Manage Storage doesn't make sense to me.

The Manage Storage panel says that 871.6 GB of space is used. The Storage Used bar shows about 15 GB.

Adding up the used space comes to 15 GB. Getting warning that my downgrade of my iCloud plan to 50 GB won't have enough space to continue backing up my iPhone.

Can anybody explain this math?
