Cannot Load Photo There was an error loading this photo

I have about 60 photos on my iPhone 15 pro that I can't copy, make duplicates, edit, send to macbook via airdrop, via image capture, the photos are proraw (Raw Max) I took about 300 photos today, of which I can't download 60, additionally they look on the phone as if they were low quality, pixels are visible...

I don't use icloud photo, I have this option turned off.

Is there any option to recover these photos? or are they damaged and there is no way to recover them. Strange because I found one thread with a similar problem and it is closed without an explanation of what to do.
