Couldn't find anybody asking this question or a legitimate answer online so, Can I spend my actual debit card money although I'm in Apple Pay debt? Don't want to walk down to the dairy and try to buy something just for my card to decline on me.

If the debit card associated with your bank account is linked to your Apple Cash account, the limit is determined by the funds in your bank account. If a purchase is declined, it’s because your bank declined the transaction.
Sorry if I don't explain this well, but like when I refer to Apple Pay debt. When using Apple Pay, (sometimes) you're kinda able to spend more money than you actually have. I'm not too sure how it works but at a random time it just suddenly declines, and you're forced to pay off how much you spent (with the money you didn't have.) And when I refer to debit card money, I mean like your actual balance. The money your actual bank is telling you you have. Again, sorry if I didn't explain this well.
