Try manually restarting your Mac as explained here. Use a different restart method (e.g., Safe Mode) described on the same page if the manual restart doesn’t resolve the issue.

Apple Pay can’t be used from email. Apple Pay can be used in person at a merchant’s location (tap-to-pay), via an app and online through a web browser. But no such thing as Apple Pay through email.
