I have iPhone with Apple Wallet app, in which I have virtual Amex card and need to access cash with this, if possible, while my physical Amex card is damaged. I have made purchases using my Apple Wallet, with my Apple Pay and Amex, but have not found a retailer that does cash back at the till, unless I use my physical Amex card.

My first port of call was Apple, who told me that, in principle, my desired solution (i.e. specifically Apple Pay - Amex contactless tap to cash) is possible, but, in the case of the UK, I would have to check retailers, directly, as you have indicated. After checking 3 retailers, to no avail, I thought it may be worth checking on this platform, as there would be others who have experienced similar sets of circumstances. With regard to the US, according to https://simplefastloans.com, which I can't access from UK, beyond preview, Cash Back with Tap to Pay (2025) states the following: Walmart, Target, Safeway, Kroger, Shell, Exxon, BP, Chevron, McDonald's, Chipotle, Starbucks, Costco, Walgreens and Publix. However, I have not been able to confirm whether this applies to said retailers, which operate in the UK: although I am aware that many of these retailers have Apple Pay facilities, their UK arrangements are often quite different from their US structures, due to different business practices etc. I have contacted https://simplefastloans.co.uk, in order to find out whether they can assist with respect to UK relevant info, as well as some other resources, but have yet to receive replies.
The list might be old too. In the US I know several of the merchants on that list do not offer cash back when using Apple Pay, including Krogers, Exxon and McDonalds.
Apple does not maintain a list of merchants and the services they offer and don’t offer. All you can do is ask the merchant. I have never found a merchant in the US that offers cash back on a debit card used with Apple Pay. You cannot get cash back with a credit card at a merchant’s location in the US. In the US it only works at some ATM machines and it may be tied to using ATM’s from the cards issuing bank. For example I have a Chase Bank debit card in my Wallet and I can go to a Chase ATM and with cash.
