Is the Apple Pay '48-hour account limit' a scam?

Some I recently sent money to with Apple Pay said there was a 48-hour freeze on the funds I sent and sent me this screenshot as proof. The terrible grammar has me thinking this is a scam but I’d like a second opinion.
