I received this text: “Apple Pay Receipt: You have been charged $163.48 Via Apple Pay for one year subscription. If this is unknown, Contact support team at 1(8****9” I looked in my subscriptions and couldn’t find anything. I also checked my cards and my bank and counted see any charge for that amount.

Yes it is a scam. The same message gets reported here many times a day. It did not come from Apple and all you need to do is delete it. Never call or reply to any message such as this.
