Unable to add cards to Apple Wallet on my iPhone 16 Pro Max

Hey , I am trying to add my cards to my apple wallet in iphone 16pro max .

Everytime i try to add card into the Apple pay , It say's "Can't connect to apple wallet " or "contact your card issuer " .

I used to use same id apple wallet with same card in my iphone 13 but still not able to add card in 16pro max .
