How do I recover $66 from a declined gas pump transaction using Apple Cash?

My son used his Apple Cash at the gas pump to try to get gas for his dirtbike. The transaction was declined. On the same gas pump, my other son used his Apple Cash and it went through. So they pumped less than a gallon of gas into his dirtbike.

When he got home and told me his account was wiped out. All $66 that he had earned from mowing yards was gone. It has been 4 1/2 days and no longer says pending it says the transaction is cleared.His dirtbike only holds a gallon of gas so if anything, the charge shouldn’t be more than $3.50. Four days is more than enough time for the hold to be released.

I’ve reported the issue several times with no response. What do I do to get my son‘s $66 back?
