Apple Pay Asks To Update Address, Even Though The Address Is Correct

I recently had to re-enter my same address in Apple Wallet, for the 4th or 5th time in order for Apple Pay to accept the addresss when making an online purchase. I now have numerous addresses of the same exact detail and Apple Pay only accepts the last one I entered.

Is this a bug? Will I have to continue to add the same address over and over to use Apple Pay to make purchases?
