iCloud Sync Broken – Safe Mode, Network Tests, Senior Advisor Attempts All Failed

Title: iCloud Drive Not Syncing After Admin Account Interference — No Resolution, No Escalation

I’m posting here in hopes of connecting with a knowledgeable Apple Community expert. I’ve encountered a persistent iCloud Drive failure, where essential files remain stuck in “Waiting to Download” or do not sync at all, despite ample local disk space and no system-wide issues.


Background:

- A temporary admin account (`testclean`) was created during support troubleshooting. This account was *not* signed into iCloud, yet it inherited a mirrored view of my iCloud Drive folder structure (likely through Apple’s unified file provider mechanism).

- I safely archived and deleted the testclean account using `ditto`, `du`, `sysadminctl`, and disabled shell access beforehand.

- Post-removal, my primary user account experienced widespread iCloud Drive sync failure: files are present in Finder but will not download or open, and clicking “Download Now” has no effect.


What I've Already Tried:

- Safe Mode boot with diagnostics.

- Switched to multiple networks, including mobile hotspot and public Wi-Fi.

- Confirmed no VPNs or firewalls are active.

- iCloud Drive toggled off/on with no success.

- Processes like `bird`, `cloudd`, `fileproviderd` are running, but do not initiate meaningful sync.

- Attempted disk reindexing, permissions checks, and manual cleanup.


My Concern:

- Multiple Senior Advisors acknowledged the issue but refused to escalate to Apple Engineering.

- Instead, they proposed a complete wipe and OS reinstall — an extreme and disruptive solution given that:

- All local users and residual data were properly archived and removed.

- The system functions fine otherwise.

- The issue clearly stems from FileProvider/iCloud sync architecture misalignment.


What I’m Asking:

- How can I safely trigger a reindex or restart of iCloud Drive sync services?

- Are tools like `fileproviderctl`, `brctl`, or `lsof` useful in diagnosing or fixing this?

- Has anyone else seen this behavior where mirror-like folder structures appear on secondary users and cause downstream sync issues?


This is a sophisticated Mac setup with substantial legal and client data at stake. I'm looking for surgical insights, not blanket reinstalls. Any help from experienced users or Apple platform engineers is greatly appreciated.

  • Given your username you must know something about the large number of Unsigned files relating to iCloud docs with the bdkatz name. These required Gatekeeper bypass to install on your computer and in some cases the executable file is hidden. That would be the number one reason for your sync problems, I just don't know the reason why those were installed. They were all recently installed which would explain why you recently started having the issues.
  • Toward the bottom of the report, you will see a Clean Up section. These are all processes that run on startup, but fail due to the executable not able to be located and are problematic.
  • The DropboxHandler_LaunchAgent.plist located at ~/Library/LaunchAgents is not signed for some reason and not usually the case for Dropbox. In most cases I would overlook this, but since you have an iCloud issue and it specifically uses a script called Universal_Dropbox_To_iCloud.app, that would make it a consideration.
  • You do have VPN's installed. One is named IPVanish installed in your Application folder and currently running. DuckDuck go has not been problematic in the past, but multiple VPN's have caused problems even when each one showed no problem independently. It is not the case where you can just turn off the VPN, as the configurations remain and in most cases to resolve an issue with a VPN they must be removed. You can always install again if necessary.
  • There is a big difference in the Free space on your drive being 37GB and the Available space being 202GB. The Available space is data that can be Purged, but has not been done yet to make it usable for storage. Not sure why there is such a big difference there as the OS will usually purge Available space in the background to make it Free and immediately usable by the system. It may be that you recently deleted a large number of files, or if there are Time Machine snapshots that have not yet been purged by the system.


I put the bullet points in order of most likely to least likely although I think they all are relevant. I don't think you are going to need to do a clean install, but you certainly have a lot to review. It may require going through these 3 launch folder and deleting the files noted above. Of course, a good backup is essential when messing around in these folders. The "~" character means your user launch folder.

Unfortunately I do not have any specific information that would point to a cause, but there are 3 things that I would do if I observed that behavior:

  • When you mentioned that no VPN's are active, does that mean you do not have any installed or they are just turned off? Just turning off may not be sufficient and they would need to be uninstalled.
  • Review the EtreCheck report for processes that are running on your computer that may be interfering with the connection. You can download the software for free and the report does not contain any personal information. It can be posted here using the Additional Text option when posting and is commonly used on this support site to identify conflicts.

  • When you select a file on the iCloud Drive that will not sync/download and choose "Get Info", what permissions does it show for that file on the bottom of the Get Info screen?

There are no VPN clients installed—nothing installed or active. I confirmed that no VPN kernel extensions, launch agents, or background services are present.

To help avoid redundant suggestions, here is a timeline of what has already been attempted:


- ✅ Safe Mode boot performed — issue persists

- ✅ Network isolated tests: tried multiple networks (Wi-Fi and Ethernet), no VPN, no firewall

- ✅ Logged out/in of iCloud, verified account is active and functional on other devices

- ✅ Created new clean admin user — same iCloud Drive sync failure observed

- ✅ Deleted test admin account, confirmed full removal and user database cleanup

- ✅ Checked for local fileprovider stalls and system log anomalies

- ✅ Confirmed no 3rd party extensions, kernel modules, or login items affecting sync

- ✅ No Time Machine, no FileVault, no profiles, no MDM

- ✅ Senior Apple Advisor attempted multiple standard resets and account relinks

  1. VPNs: None installed. Confirmed again via System Settings and no VPN profiles or third-party network extensions are present. I understand your point about “off” vs. uninstalled — this machine is clean in that regard.
  2. EtreCheck: Good idea. I’ve just downloaded and run EtreCheck. I’ll review the output and post it here shortly using the Additional Text feature as you suggested.
  3. File Permissions (Get Info): For the files that won’t hydrate (download), the permissions at the bottom of the Get Info window show:

    • me (Read & Write)
    • staff (Read only)
  • everyone (Read only)
    • No red flags there, but curious if you’ve seen hydration issues tied to ACL or ownership problems before?


Thanks again for the help — any other diagnostics you’d suggest welcome. I’ve already tried killall bird, toggling iCloud Drive, booting to Safe Mode, and confirming hydration works on other Macs using the same account.

I have not, just concerned that the Terminal commands could have changed ownership of those files. What you see for the permissions is what is expected, so that is not the issue.

I’ve confirmed the affected files still list my user account (with read/write) and staff (read-only) under Get Info, so I agree—ownership doesn’t appear to have changed from the terminal commands. That said, the hydration/sync issue persists despite:


  • No VPNs installed
  • Full disk access enabled for relevant system processes
  • Rebooting, toggling iCloud Drive, Safe Mode, and First Aid
  • Same folders sync fine on my Intel and M1 Macs
