I’m posting here in hopes of connecting with a knowledgeable Apple Community expert. I’ve encountered a persistent iCloud Drive failure, where essential files remain stuck in “Waiting to Download” or do not sync at all, despite ample local disk space and no system-wide issues.
Background:
- A temporary admin account (`testclean`) was created during support troubleshooting. This account was *not* signed into iCloud, yet it inherited a mirrored view of my iCloud Drive folder structure (likely through Apple’s unified file provider mechanism).
- I safely archived and deleted the testclean account using `ditto`, `du`, `sysadminctl`, and disabled shell access beforehand.
- Post-removal, my primary user account experienced widespread iCloud Drive sync failure: files are present in Finder but will not download or open, and clicking “Download Now” has no effect.
What I've Already Tried:
- Safe Mode boot with diagnostics.
- Switched to multiple networks, including mobile hotspot and public Wi-Fi.
- Confirmed no VPNs or firewalls are active.
- iCloud Drive toggled off/on with no success.
- Processes like `bird`, `cloudd`, `fileproviderd` are running, but do not initiate meaningful sync.
- Attempted disk reindexing, permissions checks, and manual cleanup.
My Concern:
- Multiple Senior Advisors acknowledged the issue but refused to escalate to Apple Engineering.
- Instead, they proposed a complete wipe and OS reinstall — an extreme and disruptive solution given that:
- All local users and residual data were properly archived and removed.
- The system functions fine otherwise.

- How can I safely trigger a reindex or restart of iCloud Drive sync services?
