How to stop spam via Apple Pay?
I used Apple Pay with this merchant once and now it's spamming me through Apple Pay. How do I make it stop spamming me?

Nope, that is not the merchant spamming you through Apple Pay. You will see promotional offers there provided by Apple, though. Tap the "x" and that offer will go away. Other times you may see offers for a signup bonus for Apple Card if you do not have it yet or Cashback bonuses for Apple Cash when used at select retailers.

Try also turning off Special Offers, Announcements etc. at the path below,
iPhone > Settings > Apple Account (your name at top of screen) > Personal Information > scroll down > Communication Preferences > Apps, Music, TV and More > disable, if it is disabled, momentarily enable then turn off again.
That's an Apple Pay offer from Apple. You can probably turn those off in settings. Notifications > wallet. Not sure if that will only turn off other wallet notifications or offers too.
If you have other Apple devices using the same Apple ID, you’ll want to check those as well. These promotions are tied to your Apple Account (formerly Apple ID) and if enabled on one device will send to all devices, in my experience.
Apps, Music, TV and more was indeed already disabled. So I'll try toggling it as you suggest, Jeff. Otherwise I can find no way in System Settings nor in Wallet to discontinue only offers without also disabling all notifications from Wallet. But even were I to disable all notifications from Wallet I still don't want spam cluttering up transactions and products of transactions such as tickets.
