Apple Wallet/Pay says bank needs to verify debit card but bank says they dont need to

I am trying to add my HSAbank debit card to my apple wallet. The card gets added but says it needs verification prior to being able to use it. It gives the number and website for HSAbank. When I called HSAbank, they said there is nothing they need to do on their end to verify and it should just work when I add my card. I asked a few customer service reps and they all give the same answer. But it does not work. I keep getting stuck on this part of the setup.

I have tried deleting and adding the card to my wallet multiple times. I tried searching through this forum but have not had any luck with finding a solution that works. Any ideas on what is going wrong? Is my bank wrong and they do need to verify or is there some setting in wallet that I am missing?

Are you calling the verification phone number that appears in the Wallet app?

Apple is not a bank and cannot verify a payment method (credit or debit card). The extra verification step is a requirement of the card issuer, your bank.

“Adding additional verification

A card issuer can decide whether a credit or debit card requires additional verification. Depending on what’s offered by the card issuer, the user may be able to choose between different options for additional verification, such as a text message, email, customer service call or a method in an approved third-party app to complete the verification. For text messages or email, the user selects from contact information the issuer has on file.”

“A code is sent, which must be entered into Apple Wallet, Settings or the Apple Watch

app. For customer service or verification using an app, the issuer performs their own communication process.”
