Apple Pay on Mac OS doesn't show fingerprint

When trying to use Apple Pay on various websites that offer Apple Pay options, the Apple Pay dialog appears with a spinning icon as normal. Then the spinning icon disappears instead of the fingerprint icon appearing. The only option at that point is to select the cancel button as it's the only control on the dialog. See the attached photo.

This repeats itself on many web sites for at least the last year on all versions of Mac OS released during that time.

Lately this has spread to the Apple Music app when trying to purchase music.

This does not happen on the iPhone. Just the MacBook Pro running the latest Mac OS.
