File a Complaint with the CFPB (Consumer Financial Protection Bureau)

If you’re not getting resolution, file a complaint with the CFPB:

You can report issues involving:

• Banks
• Payment processors
• Refund problems

File a Complaint with the Federal Reserve (if bank-related)

If your bank is federally regulated, you can also file a complaint with the Federal Reserve:

This is particularly useful if the bank is unresponsive or mishandled your ACH refund.

Report to the OCC (Office of the Comptroller of the Currency)

If the bank is a national bank (e.g., Chase, Wells Fargo):

Apple and Apple Pay are not involved in any refund process or dispute. I doubt anyone will be able to confirm a refund because what you’re experiencing is extremely rare and doesn’t involve Apple.
