Error downloading iCloud Photos (13).zip file on multiple Apple devices

I am getting this message when trying to download pictures or files on all of my devices stored on my Icloud folder. “iCloud Photos (13).zip” is damaged and can’t be opened. You should move it to the Trash."

I could not open any files that I have saved on my icloud on any of my Mac devices
