The iCloud Passwords toggle is greyed out on my iMac

My Mac aborted Safari as I was typing an email on Gmail in Safari last week, and caused me to sign in as if this were a new computer. I was unable to restore any files because I can’t sync to my iPad or iCloud which has essentially all the things that I want on my Mac. When I get to the window on says turn on passwords nothing happens. The toggle is ghosted, and gives me a message that I need to use advanced encryption options. When I try to set that up I can’t make that work either. Last night I finally did a restore of the Sequoia operating system which is now 15.6.1, but it seems everything that was not happening before is still not happening. My iPad and iPhone show everything is synced and on the cloud, including 77 passwords I’m trying to sync to the Mac.
