Error opening .pdf.icloud file in iCloud synchronization format

I have a document that says .pdf.icloud. I can't get it open because I get an error message that says it cannot open files in the "iCloud synchronization file" format. I tried to open it straight from icloud.com and it also can't open it, even though its "kind" says it's an iCloud file. I want to convert it to a pdf but pdf reader apps won't open it to convert it either.

Please tell me how I can open and convert this file.
