Laptop photos onto iCloud wont work

i have an icloud account which holds 3000 photos, also a laptop which has 2000 more photos how do i put those 2k photos on the icloud, it says it will automatically upload to my icloud account but it doesn’t can i physically transfer them? if so how?

By "a laptop which has 2000 more photos," do you mean a Mac? Are the pictures in the Photos app on the Mac? Can you be specific about your situation? Devices? OSs? Storage available on each and at iCloud? Without even knowing the computer, we can'even t begin to offer suggestions.
