Apple Wallet and Settings app reset during 'Verify Identity' process

Everytime I try to "Verify Identity" on the wallet app or settings app. When I finish the guide it resets.

When ever I does the last step, it resets me back to putting my name in at the start. Ive done the guide again and it keeps resetting me at the first step which doesn't let me use apple pay at all.
