Unable to download GarageBand due to billing issue on iPad App Store

My husband’s iPad won’t let him download GarageBand. It says “there is a billing problem with a family member’s previous purchase. Ask the family organizer to update their billing information “. I’m the organizer and the billing info is correct. What to do?
