iPhone in-app purchases stuck on 'already purchased'

No matter what I try to purchase in whatever app I use, every purchase comes up saying “this has already been purchased and needs to be downloaded”.

I have tried removing all my payment options, resetting my phone, editing my Apple ID information, and even putting a new paypal account on my Apple ID. Absolutely nothing works and I can now no longer complete any in app purchases. It’s driving me insane. I can’t restore my snapchat streaks or buy pokemon cards. Absolutely nothing has worked and it has been 2 months. Nothing comes up when I try to google it and I truly believe I’m the first person to have this issue. Please help!!
