Stuck in verification loop while downloading apps on iPad

I literally just cannot download any apps at all. I have no money in my card and it keeps requesting I pay for an entirely separate app that I just cannot do, so its stuck in a loop of verification, it failing, I verify, it needs more verification. I cannot download any new apps because of this loop. please help, im at my wits end.
