App Not Available when launching App Store

I recently purchased new Mac Mini M4. I'm facing a weird issue. "App Not Available" popup opens when I launch and App Store. This doesn't happen on a MacBook, which uses the same AppStore account.

UPD: The same happens when I sign out and sign in with a different AppStore account.
