System Settings shows yellow triangle with ampersand on the right side of the Mac

When I try to adjust system settings I get a yellow triangle with a small blue ampersand on the right side of the triangle and when I click okay, nothing happens

I am still able to go to Chrome, but I am unable to access system settings such as logging into a different WiFi network
