App Store downloads show “5-50 mins remaining” but finish in under a minute after pause/resume

iPhone 13, iOS 26.0.1. When I download apps from the App Store, the time remaining shown is often 5-50 minutes. But if I pause the download and then resume it, the time immediately drops to 5-10 seconds and the download finishes quickly.

I’ve tried the following already:

• Switched WiFi to mobile data and back again
• Disabled VPN and Apple Private Relay. (Also deleted VPN profiles)
• Changed DNS / restarted router

None of these changed the behaviour. It seems to me that the “time remaining” estimate is inaccurate and that pausing/resuming triggers the download to actually go much faster. Or its choosing the wrong CDN path. Is there any way to force the download to pick the “fast” path without having to pause/resume?
