Why is SFSafariViewController's downloading experience so different (bad) compared to Safari on iOS

On Safari a user downloading an asset is prompted with something like "Do you want to download"? (Normal and good) After selecting yes, an asset downloads.


In SFSafariViewController another screen opens and the asset info appears but there is no clear way to download from here --- and it even makes users feel like this download already exists on their machines when it doesn't.


In SFSafariViewController the user has to click on "More" and scroll and find an option to download.


Why is downloading SFSafariViewController UX this way? Why is it so difficult to use? Why is it so different than Safari?
