HELP-Download gear icon near battery and constant downloading-HELP

When I am on a webpage, YouTube or Twitter or … and I click a link to a different video instead of taking me to the new page it attempts to download it. It goes right up to that new icon and … I have to restart over and over to use my ipad and I am sick of stuff being added to my system w/o my knowledge or permission. Make it stop please.
