Accuracy of 'last location' in Find My when approximate location is shown

When checking my spouses location, it says approximate location and has a blue circle(45mins ago). Then, it has their “last location” marked. How is this last location reported, or how accurate is it that this was the last location before the signal was turned off or lost?
