Preview deleting PDF pages and not saving text annotations on Mac

Preview has lately started not saving text annotations on PDF pages, but even more disturbingly and annoyingly, started keep the text annotations, but removing the PDF page (so I now have blank annotated pages). Not saving the text is quite problematic, but deleting full pages is catastrophic if I've added pages and then delete-emptied from my Trash. Rather than going back and restoring previous versions of the document, does anyone have suggestions that doesn't involve littering my computer with duplicate copies of documents in case something goes awry? Thanks!
