Safari bookmarks disappeared on iPhone 13 with iOS 18.7.1

Safari was working perfectly fine earlier, but my bookmarks all gone now. My open tabs are still there, as is my history. I can create new bookmarks and I’m on 18.7.1 iOS using an iPhone 13.

I tried closing out of the app, restarting my phone, checking my iCloud account, but my bookmarks aren’t anywhere. On startup, Safari now takes an extra few seconds to load, showing a black screen. Is there a fix for this?

More info: When I click ‘edit,’ a pop-up message says that bookmarks are being synced. I can create new bookmarks/folders, but they vanish when I close and reopen the app.
