Handoff not working and no profiles - "This setting has been configured by a profile"

My personal Macbook pro M1 is not letting handoff turn on because "this setting has been configured by a profile." However, I don't have any profiles. I am on Sonoma 14.8.1, does anyone know what to do?

Also, changing screen time settings didn't work.
