Why does Apple Maps take up storage even after I deleted the app?? I’ve deleted then downloaded again after powering off but it is still doing so. I do not want to have to update my IOS because I also do not have the space to do so 😐

Try opening Settings, then go to Privacy & Security > Location Services > System Services > Significant Locations & Routes and clear the data, then toggle it off. Restart your phone and see if it frees up space.
Alternatively, you could check if you have any offline maps hanging around- open Maps, click your profile picture, then 'Offline Maps' and delete any you see there.
