I can't get free apps or purchase anything, im using GCash

Try adding a credit or debit card to your account. While Apple may list Gcash as a valid payment method, I know for the USA that Apple lists valid payment methods that may also require a card be present too. Your Gcash may be charged first but a card may have to be there anyway even if it isn't used.
