Delay in receiving DUNS number for Apple Developer account

Hi All,

Game studio based in India, applied for a DUNS number following the guidelines on Apple website back in early September - initially had no confirmation that our application had been received even - however after a week had a call from D&B sales team confirming the application was in and suggesting that we pay $300 (INR equivalent) to speed up the process - we declined given that the process was supposed to be free and that is a requirement from Apple's end and not something we would actively seek or need otherwise.

Since then we have heard absolutely nothing - there doesn't even seem to be a way here in India to chase D&B (except through that one time contact who is no longer responding). There doesn't really seem to be a way to chase through Apple either.

It's now nearly November and this delay seems ridiculous

Does anyone have any experience such as this, and hopefully experience of resolving?
