Broadcast updates to Live activity

Are broadcast updates to Live activity supported even if the user did not press "Allow" in the Live activity card?

Note1:

Live activity in this case is initiated remotely and hence we have not received the updateToken.

Note2:

User has subscribed to the channel ID.
