iPhone 15 is not ringing and sending calls directly to voicemail. I

iPhone 15 – intermittently since calls directly to voicemail without ringing. Do not disturb is not on, focus is not on, phone has been restarted several times

This occurs with different people at different times of the day. Any idea what may be causing it?
