Can not enable Wi-Fi Calling

I recently changed wireless carriers and when I did Wi-Fi calling was disabled. Why I attempt to enable WiFi calling it bring up a form "Important - Emergency 911 Address Required" where you enter your address. At the bottom of the page is a "Terms & Condition" button/circle that needs to be checked confirming you agree to the terms and services. I am not able to check the button...pushing on it doesn't do anything and until the box is checked you are not allowed to push "Continue" / enable WiFi calling. (iOS 26.1)
