Apple ID security lockout with unknown trusted number

My daughter Apple ID has a high security lock and comes up that it is a new device. They don’t have a new device and the trusted number is one we don’t recognise or recall so are unable to reset password. Any ideas to help would be great.

  • An Apple Account cannot have a “high security lock”.
    • Might “high security lock” refer to some extra security on a device?
    • Lockdown Mode?

the trusted number is one we don’t recognise

What is the history of this device … from the time the factory sealed box was opened? Was it purchased at an Apple Store or from an Authorized Apple Retailer? What Apple Accounts used the device?
