ShortcutActions is not an App at all. It is a process along with hundred of other processes that at are running right now on your iPhone. It has appeared in ScreenTime and Battery settings from time to time over previous iOS versions as well and you see that it has the generic black and white icon attached to it as it is not actually an app. You can file a Bug Report for that here:

Product Feedback - Apple

If you have Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store > Deleting Apps set to Don't Allow, you will not have the option to delete the app. If you are a member of a Family Plan, then it is the Organizer that can prevent you from deleting apps and it makes no difference what you have in Settings.

If you are not a member of a Family Plan and that setting is showing Allow, then I would suggest providing a screenshot of the options you see on the screen after the press/hold on the app.

Why would you think anything you posted means you are being tracked? If Apple really wanted to track you, they certainly would not need a Books or Translate app to do that.

Yikes! You probably don't realize that you are more vulnerable with Proton VPN or any VPN for that matter.

I have seen many problems with other VPN use, but not specifically when it comes to app deletion. I would suggest removing the Proton apps/VPN and try again, but I suspect you are all in with Proton and would never do that. You can always backup your phone and do a Factory Reset and you can test if those apps are removable and they should be, just as they are for me, then restore from your backup.

I use the Passwords app on the phone for these reasons:

  • It is end- to-end encrypted using the device passcode. As long as you do not give that to anyone else, there is no chance of those passwords being breached. Even if someone got your Apple Account/Password, they would not be able to use it to access your Passwords.
  • No web access to the Passwords, so no worry about a bad actor compromising a website for access.
  • If the device was lost, there is still no access. It will lock after too many failed attempts and require the device to be wiped.
  • Any sort of compromise would be the top story on every news network as Apple is in the spotlight for protecting their users data. With millions of users currently using it, there would be no escaping any breach.

I don't have other users that access my phone, but if you do that might not be the best option as they will be able to view your Passwords with the Passcode of the device.
