Stepping back from the exact wording in the legal agreement for a moment,
Try thinking about it this way:
Apple may sell you a Mac in the US, that you might carry to a remote area high up on mountain. or on a remote island nation, in some remote part of the world where they have no presence in that country.
They don't want to have to provide you with service there.
On the other hand, in a dense Metropolitan area in a country where Apple-owned stores exist, such as in Metropolitan London, UK, they are far more likely to be willing to provide service there.
In broad general terms, Apple wants you to be a happy customer, if possible.
