How do I dispute unsuccessful Apple Pay transactions that charged my debit card?

I got a phone call in the middle of sending money to someone. It charged me but didn’t show it sent through the text. The person never received it. Shows it was paid with a different card number. Sent it again. They received it and it charged me again from my debit card number. I went to try and dispute the charges and it will not allow me. What can I do?
