How to rearrange "new message" appearance in Mail?

After updating to 26.1, I'm unhappy with the layout in Mail. Is there a way to move the line up of font-style-size-etc. that now appears at the top of the new mail composition panel? It doesn't belong there! It belongs up top in the tool bar. Any help is appreciated.
