iCloud Mail toggle won't stay on on MacBook Air M1

I am not able to turn on iCloud mail on my Macbook air m1. I have iCloud+ on my apple ID (it is not an icloud email). I recently made an iCloud email and was able to turn on iCloud mail on my iPhone and iPad. I could see the inbox in the Apple Mail app on both devices. However, when I try to turn on iCloud mail on my Macbook (MacOS Tahoe 26.1), the toggle will not turn on. It is not grayed out, it just goes back to off immediately.


I even tried signing out of my Apple ID but nothing would happen (it would go to the iCloud page in MacOS settings - with me still signed in) so I had to remove the Apple ID from my Macbook through my iPhone settings. Still, when I signed in, there was no change. I don't have screen time enabled either. I have also tried restarting my Macbook but no success, the iCloud mail option will not turn on. Additionally I also tried adding internet account through settings and Mail app but once I enter password, it loads for 1 second and goes to the iCloud page with no change.
