Repeated FaceTime audio calls blocked irregularly in Do not disturb despite "Allow Repeated Calls" turned on

When in Do Not Disturb, two FaceTime calls in a row are blocked despite having "Allow Repeated Calls" on in settings. Oddly, a third attempt at a FaceTime audio call will come through - but not a fourth...? With Do Not Disturb I want all calls silenced, EXCEPT for a double call within the three minute window — from any group/category. Thanks for any help. iOS 26.1.
